OFFICE MEMORANDUM
Subject: Revision of rates of Dearness Allowance to Central Government employees-effective from 01.01.2026.
The undersigned is directed to refer to this Department’s Office Memorandum No. 1/4(i)/2025-E.II(B) dated 6th October, 2025 on the subject mentioned above and to say that the President is pleased to decide that the rates of Dearness Allowance payable to Central Government employees, shall be enhanced from 58% to 60% of the Basic Pay with effect from 1st January, 2026.
2. The term ‘Basic Pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay etc.
3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.6. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under clause (5) of Article 148 of the Constitution of India. The Government of India has taken a significant decision today. I would like to congratulate the government, as well as all employees and pensioners. The total financial implication of this increase in Dearness Allowance (DA) and Dearness Relief (DR) will be ₹6,791 crore annually.
Effective from 1st January 2026, DA and DR have been increased by 2%, taking the rate from 58% to 60% of basic pay/pension. This revision will benefit approximately 50 lakh employees and 68 lakh pensioners. This is a major and beneficial decision for all concerned.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2026 representing an increase of 2% over the existing rate of 58% of the Basic Pay/Pension, to compensate against price rise.
The combined impact on the exchequer on account of increase in both Dearness Allowance and Dearness Relief would be Rs.6791.24 crore per annum. This will benefit about 50.46 lakh Central Government employees and 68.27 lakh pensioners.
This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

२. शासन असे आदेश देत आहे की, दिनांक १ जानेवारी, २०२५ पासून ७ व्या वेतन आयोगानुसार सुधारित वेतनसंरचनेतील मूळ वेतनावरील अनुज्ञेय महागाई भत्याचा दर ५३% वरुन ५५% करण्यात यावा. सदर महागाई भत्ता वाढ दिनांक १ जानेवारी, २०२५ ते दिनांक ३१ जुलै, २०२५ या कालावधीतील थकबाकीसह गाहे ऑगस्ट, २०२५ च्या वेतनासोबत रोखीने देण्यात यावी.
३. महागाई भत्त्याची रक्कम प्रदान करण्यासंदर्भातील विद्यमान तरतुदी व कार्यपध्दती आहे त्याचप्रकारे यापुढे लागू राहील.
४. यानर होणारा खर्च संबंधित शासकीय कर्मचाऱ्याचे वेतन व भत्ते ज्या लेखाशीर्षाखाली खर्ची टाकण्यात येतात, त्या लेखाशीर्षाखाली खर्ची टाकून त्याखालील मंजूर अनुदानातून भागविण्यात यावा. अनुदानप्राप्त संस्था व जिल्हा परिषद कर्मचाऱ्यांच्या बाबतीत, संबंधित प्रमुख लेखाशीर्षांखालील ज्या उप लेखाशीर्षांखाली त्यांच्या सहाय्यक अनुदानाबाबतचा खर्च खचर्ची टाकण्यात येतो, त्या उप लेखाशीर्षाखाली हा खर्च खर्ची टाकण्यात कवा,
सदर शासन निर्णय महाराष्ट्र शासनाच्या www.maharashtra.gov.in या संकेतस्थळावर उपलब्ध करण्यात आला असून त्याचा संकेताक २०२५०८११११२२०३७३०५ असा आहे. हा आदेश डिजीटल स्वाक्षरीने साक्षांकित करुन काढण्यात येत आहे.

The undersigned is directed to refer to this Department’s Office Memorandum No. 1/5/2024-E.II(B) dated 21″ October, 2024 on the subject mentioned above and to say that the President is pleased to decide that the rates of Dearness Allowance payable to Central Government employees, shall be enhanced from 53% to 55% of the Basic Pay with effect from 1″ January, 2025.
- The term Basic Pay in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.
- The Deaness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).
- The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.
- The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of March, 2025.
- These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
