THE MAHARASHTRA EARLY CHILDHOOD CARE AND EDUCATION (ECCE) ACT, 2025
An Act to provide for establishment, commencement, operations & regulation of Early Childhood Care & Education (ECCE) centres in Maharashtra, for children below six years, ensuring the well-being, safety & development through quality pre-primary education.
WHEREAS, Article 45 of the Constitution as amended by the 86th Constitutional Amendment casts an obligation on the state to endeavour to provide early childhood care and education for all children until they complete the age of six years.
Early Childhood Care and Education (ECCE) Policy, 2013
AND WHEREAS, it is expedient to align with the National Education Policy, 2020 formulated by the Ministry of Women & Child Development with the objective to provide integrated services for holistic development of all children, along with a continuum, from the prenatal period to six years of age so that a sound foundation for survival, growth & development of children can be laid down.
AND WHEREAS, Section 11 of the Right of Children to Free & Compulsory Education Act, 2009 provides, with a view to preparing children above the age of five years for elementary education and to provide early childhood care & education for all children until they complete the age of six years, the appropriate Government may make necessary arrangements for providing free preschool education for such children.
AND WHEREAS it is operation and governance necessary to regulate Early Childhood Care & Education centres in order to ensure transparency & quality pre-school education to the children below six years of age.
AND WHEREAS it is expedient to have a legislation to provide for registration & regulation of Pre-primary Schools in the state of Maharashtra for the children below six years of age & for the matters
