फा. नं. 01/01/2025- ई. III (ए) भारत सरकार ने आठवें केंद्रीय वेतन आयोग का गठन करने का निर्णय लिया है. जो निम्नानुसार हैः-

2 आयोग के विचारार्थ विषय निस्रलिखित होंगे:

(क) कर्मचारियों की निश्स्रनिखित श्रेणियों के संबंध में विभिन्न विभागों, एजेंसियों एवं सेवाओं की युक्तिसंगतता, समकालीन कार्यात्मक आवश्यकताओं और विशिष्ट आवश्यकताओं को ध्यान में रखते हुए वेतन, भत्ते एवं अन्य मुविधाओं/लाभो नकद अथवा वस्तु के रूप में सहित परिलब्धियों की जांच करना तथा वांछनीय और व्यवहार्य परिवर्तनों की सिफारिश करनाः

(3) केन्द्र सरकार के कर्मचारी औद्योगिक एवं गैर-औद्योगिकः

(ii) अखिल भारतीय सेवाओं से संबंधित कार्मिकः

(iii) रक्षा बलों से संबंधित कार्मिक,

(IV) संघ राज्य क्षेत्रों के कार्मिकः

(v) भारतीय लेखापरीक्षा एथ लेखा विभाग के अधिकारी और कर्मचारी,

(vi) संसद के अधिनियमों के तहत गठित नियामक निकायों (आरवीआई को छोड़कर) के सदस्यः

(vii) उच्चतम न्यायालय के अधिकारी और कर्मचारी;

(viii) उच्च न्यायालयों के अधिकारी और कर्मचारी जिनपर होने वाला व्यय संघ राज्य क्षेत्रों द्वारा वहन किया जाता है; और

(ix) संघ राज्य क्षेत्रों में अधीनस्थ न्यायालयों के न्यायिक अधिकारी।

[टिप्पणीः न्यायिक अधिकारियों के संबंध में, आयोग अखिल भारतीय न्यायाधीश संघ और अन्य बनाम केन्द्र सरकार और अन्य मामले में सर्वोच्च न्यायालय द्वारा दिनांक 24 अगस्त, 1993 के अपने दिए गए निर्णय में प्रतिपादित सिद्धांत का अनुपालन करेगा, अर्थात् न्यायाधीजी एवं प्रशासनिक कार्यपालिका की सेवा शर्ती के बीच कोई संबंध नहीं होगा और कि न्यायाधीश की सेवा शर्ती को न्यायपालिका की विशेष आवश्यकताओं को पूरा करना होगा।

(ख) सरकारी सेवा में प्रतिभाओं को आकर्षित करने, कार्य प्रणाली में दक्षता, जबाबदेही और उतरदायित्व को बढ़ावा देने के लिए अनुकूल परिलब्धि संरचना तैयार करना।

(ग) निष्पादन और उत्पादकता में सुधार करने के दृष्टिकोण को ध्यान में रखते हुए बोनस की वर्तमान योजनाओं की जांच करना तथा उत्पादकता और निष्पादन में उत्कृष्टता को पुरस्कृत करने के लिए सामान्य सिद्धांतों, वित्तीय मापदंडों, उत्पादकता और निष्पादन संबंधी मापदंडों पर सिफारिलें करना।

(घ) मौजूदा भत्तों और उनकी स्वीकार्यता की शर्तों की समीक्षा करना तथा भत्तों की बहुलता को ध्यान में रखते हुए उनके युक्तिकरण की सिफारिश करना।

(2)

(1) राष्ट्रीय पेंशन प्रणाली (एकीकृत पेंशन योजना सहित) के अंतर्गत आने वाले कर्मचारियों की मृत्यु मह – मेवानिवृत्ति ग्रेच्यूटी की समीक्षा और उस पर सिफारिशे करना।

(ii) राष्ट्रीय पेंशन प्रणाली (एकीकृत पेंशन योजना सहित) के अंतर्गत न आने वाले कर्मचारियों की मृत्यु मह मेवानिवृत्ति ग्रेच्यूटी और पेंशन की समीक्षा करना तथा नीचे दिए गए पैराच) को ध्यान में रखते हुए उन पर सिफारिशें करना।

(ঘ) निस्रलिखित को ध्यान में रखते हुए उपर्युक्त के संबंध में सिफारिशें करनाः

  1. देश की आर्थिक स्थिति और राजकोषीय विवेक की आवश्यकता, ii. यह सुनिश्चित करने की आवश्यकता कि विकासात्मक व्यय एवं कल्याणकारी उपायों के लिए पर्याप्त संसाधन उपलब्ध रहें;

गैर-अंशदायी पेंशन योजनाओं की गैर-वित्तपोषित लागतः

iv.

उन राज्य सरकारों जो साधारणतः कुछ संशोधनों के साथ इन सिफारिशों को अंगीकार करते हैं, की वित्त व्यवस्था पर इन सिफारिशों के संभावित प्रभाव; और

V. केन्द्रीय सार्वजनिक क्षेत्र के उपक्रमों और निजी क्षेत्र के कर्मचारियों के लिए उपलब्ध प्रचलित परिलब्धि संरचना, लाभ और कार्य परिस्थितियां;

  1. आयोग अपनी कार्यप्रणाली स्वयं विकसित करेगा और ऐसे सलाहकारों, संस्थागत परामर्शदाताओं और विशेषज्ञों को नियुक्त कर सकता है जिन्हें यह आयोग किसी प्रयोजन विशेष के लिए आवश्यक समझे। यह आयोग ऐसी सूचना और ऐसे साध्य ले सकता है जिन्हें यह आवश्यक समझे। भारत सरकार के मंत्रालय और विभाग आयोग द्वारा मांगी जाने वाली कोई सूचना और दस्तावेज तथा अन्य सहायता उपलब्ध कराएंगे। भारत सरकार का यह विश्वास है कि राज्य सरकारें, सेवा संघ तथा अन्य संबंधित पक्ष, आयोग को अपना संपूर्ण सहयोग और सहायता प्रदान करेंगे।

आयोग का मुख्यालय दिल्ली में होगा।

  1. आयोग, अपने गठन की तारीख से 18 माह की समयावधि के अंदर अपनी सिफारिशें देगा। आयोग, सिफारिशों को अंतिम रूप दिए जाने के पश्चात्, किसी भी मामले पर, आवश्यकता पड़ने पर अंतरिम रिपोर्ट भेजने पर विचार कर सकता है।

RESOLUTION

New Delhi, the 3rd November, 2025

F. No. 01-01/2025-E.III(A). The Government of India have decided to appoint the Eighth Central Pay Commission comprising of the following:-

  1. Chairperson

  1. The terms of reference of the Commission will be as follows:-

a) To examine and recommend changes that are desirable and feasible in the emoluments including pay, allowances, and other facilities/ benefits, in cash or kind, having regard to rationalization, contemporary functional requirements and the specialized needs of various Departments, agencies and services in respect of following categories of employees:

(i) Central Government employees industrial and non-industrial:

(ii) Personnel belonging to the All India Services;

(iii) Personnel belonging to the Defence Forces;

(iv) Personnel of the Union Territories;

(v) Officers and employees of the Indian Audit and Accounts Department;

(vi) Members of the regulatory bodies (excluding the RBI) set up under the Acts of Parliament;

(vii) Officers and employees of the Supreme Court;

(viii) Officers and employees of the High Courts whose expenditure is borne by the Union Territories; and

(ix) Judicial officers of the subordinate courts in the Union Territories.

[Note: In respect of judicial officers, the Commission shall adhere to the principle enunciated by the Supreme Court in its Judgement dated 24th August, 1993 in All India Judges’ Association and Others V/s Union of India and Others, viz. that there shall be no link between service conditions of judges and administrative executive and that the service conditions of judges have to meet the special needs of the judiciary].

(b) To work out an emolument structure conducive to attracting talent to Government service, promoting efficiency, accountability and responsibility in the work culture.

(c) To examine the existing schemes of bonus with a view to improving performance and productivity and make recommendations on the general principles, financial parameters, productivity and performance-linked parameters for an appropriate incentive Scheme to reward excellence in productivity and performance.

(d) To review the existing allowances and conditions of their admissibility and recommend their rationalization keeping in view the multiplicity of allowances.

(e)

(i) To review the Death-cum-Retirement Gratuity of employees borne on the National Pension System (including Unified Pension Scheme) and make recommendations thereon.

(ii)

To review the Death-cum-Retirement Gratuity and pensions of employees not borne on the National Pension System (including Unified Pension Scheme) and make recommendations thereon keeping in view Para f(iii) below..

(f) To make recommendations on the above, keeping in view:

(i) The economic conditions in the country and the need for fiscal prudence;

(ii)

The need to ensure that adequate resources are available for developmental expenditure and welfare measures; (iii) The unfunded cost of non-contributory pension schemes;

(iv) The likely impact of the recommendations on the finances of the State Governments which usually adopt the recommendations with some modifications; and

(v) The prevailing emolument structure, benefits and working conditions available to employees of Central Public Sector Undertakings and private sector.

  1. The Commission will devise its own procedure and may appoint such Advisors, Institutional Consultants and Experts, as it may consider necessary for any particular purpose. It may call for such information and take such evidence, as it may consider necessary. Ministries and Departments of Government of India shall furnish such information and documents and other assistance as may be required by the Commission. The Government of India trusts that State Governments, Service Associations and others concerned will extend to the Commission their fullest cooperation and assistance.
  2. The Commission will have its headquarters in Delhi.
  3. The Commission will make its recommendations within 18 months of the date of its constitution. It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalized.

Cabinet approves Terms of Reference of 8th Central Pay Commission

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved the Terms of Reference of 8th Central Pay Commission.

The 8th Central Pay Commission will be a temporary body. The Commission will comprise of one Chairperson; One Member (Part Time) and one Member-Secretary. It will make its recommendations within 18 months of the date of its constitution. It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalized. While making the recommendations the Commission will keep in view the followings:

i. The economic conditions in the country and the need for fiscal prudence;

ii. The need to ensure that adequate resources are available for developmental expenditure and welfare measures;

iii. The unfunded cost of non-contributory pension schemes;

iv. The likely impact of the recommendations on the finances of the State Governments which usually adopt the recommendations with some modifications; and

v. The prevailing emolument structure, benefits and working conditions available to employees of Central Public Sector Undertakings and private sector.

Background:

The Central Pay Commissions are periodically constituted to go into various issues of emoluments structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required thereon. Usually, the recommendations of the pay commissions are implemented after a gap of every ten years. Going by this trend, the effect of the 8th Central Pay Commission recommendations would normally be expected from 01.01.2026.

The Government had announced formation of the 8th Central Pay Commission in January, 2025 to examine and recommend changes in the Salaries and other benefits of Central Government employees.

(a) whether the 8th Central Pay Commission (CPC) has been approved;

(b) if so, the details thereof, and

(c) the estimated number of Central Government employees and pensioners that would benefit from this at the level of the 8 th CPC which would boost consumption in the economy?

ANSWER

Will the Minister of Finance be pleased to state:
(a) whether the 8th Central Pay Commission (CPC) has been constituted by the Government for revision of salaries and pensions of Central Government employees;
(b) if so, the details thereof along with the terms of reference of the Commission and the time fixed for submission of its report to the Government;
(c) the approximate number of Central Government employees and pensioners at the 7th CPC level likely to be benefitted by the 8th CPC leading to consumption boost and the economic growth across the country including Odisha;
(d) whether implementation of the recommendations of the 8th CPC is likely to increase the financial burden on Government;
(e) if so, the details thereof, and
(f) whether the Government has conducted any studies or held any consultation with employee unions, pensioners and other stakeholders to assess the impact of 8th CPC on fiscal policies and Government expenditure?

(a): It has been decided by the Government to constitute the 8th Central Pay Commission (CPC).
(b): Will be decided in due course of time.
(c): The approximate number of Central Government civilian employees and pensioners/family pensioners is 36.57 lakh (as on 01.03.2025) and 33.91 lakh (as on 31.12.2024) respectively. Defence Personnel and Pensioners will also be benefitted.
(d) & (e): The financial implication of the recommendations of the 8th Central Pay Commission will be known, once the recommendations are made by the 8th Central Pay Commission and accepted by the Government.
(f): Inputs on Terms of Reference (ToR) have been sought from major stakeholders including Ministry of Defence, Ministry of Home Affairs, Department of Personnel & Training and from States. Impact of 8th CPC can be assessed only once the recommendations are made by 8th CPC and are accepted by the Government.

वेतन आयोग – केंद्राने 8 व्या वेतन आयोगाच्या स्थापनेला मान्यता दिली त्याच्या शिफारशी 2026 पासून लागू केल्या जातील केंद्रीय कर्मचाऱ्यांना मिळणार लाभ

केंद्र सरकारने गुरुवारी केंद्रीय कर्मचाऱ्यांसाठी आठव्या वेतन आयोगाच्या स्थापनेला मंजुरी दिली. या आयोगाच्या शिफारशी 2026 पासून लागू केल्या जातील. मंत्रिमंडळाच्या बैठकीनंतर केंद्रीय मंत्री अश्वनी वैष्णव यांनी ही माहिती दिली. ते म्हणाले- 2016 मध्ये सातवा वेतन आयोग लागू करण्यात आला, त्याच्या शिफारशी 2026 पर्यंत सुरू राहतील.

आठव्या वेतन आयोगाच्या आगमनाने पगारात काय फरक पडेल?

केंद्र सरकार दर 10 वर्षांनी नवीन वेतन आयोग आणते. सध्या 7 वा वेतन आयोग सुरू आहे, त्याचा कार्यकाळ 31 डिसेंबर 2025 रोजी संपणार आहे. 2026 पासून 8 वा वेतन आयोग लागू होईल अशी अपेक्षा आहे.

8 व्या वेतन आयोगाचे वेतन मॅट्रिक्स 1.92 च्या फिटमेंट फॅक्टर वापरून तयार केले जाईल. हे असे समजून घ्या – केंद्र सरकारी कर्मचाऱ्यांच्या पगाराचे 18 स्तर आहेत. लेव्हल-1 कर्मचाऱ्यांचे मूळ वेतन 18,000 रुपये आहे आणि 1800 रुपये ग्रेड पे आहे. 8 व्या वेतन आयोगाअंतर्गत ते 34,560 रुपये केले जाऊ शकते. त्याचप्रमाणे, केंद्र सरकारमध्ये, कॅबिनेट सचिव स्तरावरील अधिकाऱ्यांना लेव्हल-18 अंतर्गत कमाल मूळ वेतन 2.5 लाख रुपये मिळते. हे अंदाजे 4.8 लाख रुपयांपर्यंत वाढू शकते.

आठव्या वेतन आयोगाअंतर्गत पगार वाढल्याने पेन्शन किती वाढेल?

जर 8 वा वेतन आयोग जानेवारी 2026 मध्ये लागू झाला तर केंद्रीय कर्मचाऱ्यांचे किमान वेतन 34,560 रुपये असेल असा अंदाज आहे. जर आपण वर्ष 2004 जोडले तर, 25 वर्षे सेवा पूर्ण केलेल्या कर्मचाऱ्यांची पहिली तुकडी 2029 मध्ये निवृत्त होईल.

आता समजा 8वा वेतन आयोग लागू झाल्यानंतर, लेव्हल-1 कर्मचाऱ्याचा मूळ पगार 34,560 रुपये झाला, तर त्याच्या रकमेच्या 50% रक्कम 17,280 रुपये आहे. यानुसार, कर्मचाऱ्याला पेन्शन म्हणून 17,280 रुपये + DR रक्कम मिळेल. तथापि, केवळ क्वचित प्रसंगीच एखादा कर्मचारी, लेव्हल-1 वर नोकरीत रुजू झाल्यानंतर, सेवानिवृत्तीपर्यंत त्याच स्तरावर राहील. पदोन्नती आणि इतर नियमांनुसार ही पातळी वेळोवेळी वाढत राहते. त्यामुळे कर्मचाऱ्यांना पेन्शन म्हणून जास्त पैसे मिळतील.

त्याचबरोबर लेव्हल-18 कर्मचाऱ्यांचे मूळ वेतन 4.80 लाख रुपये असेल. या एकूण 2.40 लाख रुपयांच्या 50% रक्कम + DR पेन्शन म्हणून दिली जाईल.

नव्या वेतन आयोगात पगार कसा ठरवला जाईल?

एप्रिल 2025 पासून 8 वा वेतन आयोग लागू होण्याची फारशी आशा नाही, कारण आतापर्यंत सरकारने यावर कोणताही मोठा निर्णय घेतलेला नाही. अशा परिस्थितीत 1 जानेवारी 2026 पासून ते लागू होण्याची शक्यता आहे.

8 वा वेतन आयोग लागू झाल्यावर, विशेष फिटमेंट फॅक्टरच्या आधारे सरकारी कर्मचाऱ्यांच्या पगारात सुधारणा केली जाईल. समजा, सध्याच्या 7व्या वेतन आयोगाअंतर्गत वेतन सुधारणेसाठी 2.57 चा फिटमेंट फॅक्टर लागू केला गेला आहे. काही मीडिया रिपोर्ट्सच्या आधारे, सरकार 8 व्या वेतन आयोगाच्या अंतर्गत 1.92 च्या घटकाशी तडजोड करू शकते. काही मीडिया रिपोर्ट्सनुसार, सरकार किमान 2.86 च्या उच्च फिटमेंट फॅक्टरची निवड करेल.

केंद्र सरकारची 8 व्या वेतन आयोगाला मंजुरी

सातवा वेतन आयोग 2016 साली लागू करण्यात आला होता.

दर दहा वर्षांनी नवीन वेतन आयोग लागू करण्यात येतो.

हे नवीन वेतन मॅट्रिक्स 1.92 च्या फिटमेंट फॅक्टर वापरून तयार केले जाईल. त्यामुळे केंद्रीय कर्मचाऱ्यांचे किमान वेतन 18 हजारांवरून थेट 34,560 रुपये होईल. तर पेन्शन 17,280 रुपयांपर्यंत पोहोचू शकते.

आठवा वेतन आयोग 2026 पासून लागू होण्याची शक्यता आहे.
