Subject: Schedule for de-novo preparation of electoral rolls with reference to 01.11.2025 as qualifying date in respect of certain Regular Vacancies in Graduates’ and Teacher’ constituencies of State Legislative Councils of Bihar, Karnataka, Maharashtra and Uttar Pradesh-regarding.
Sir,
I am directed to state that certain regular vacancies in the State Legislative Councils of Bihar, Karnataka, Maharashtra and Uttar Pradesh are due in year 2026, which are required to be filled by conducting biennial elections, the details of which are as under
The Commission has ordered de-novo preparation of electoral rolls of the above said Constituencies with reference to 01.11.2025 as qualifying date, so as to have a fresh electoral roll, as per the following schedule:-
contained accordance with the prescribed schedule and after following due procedure and guidelines as in the Commission’s comprehensive instructions vide letter No. 37/LC/INST/ECI/FUNC/ERD/ER/2016, dated 5th September 2016.
3.1. Form-18 and 19 in respect of Graduates’ and Teachers’ constituencies have slightly been modified vide notification dated 17th June, 2022 by M/o Law and Justice, Govt of India and the same has been effective from 1ª August 2022. It is made clear that submission of Aadhaar number in the field provided in the Form-18 and 19 by the applicant is on voluntary basis, and the applicant shall neither be insisted to provide the same nor his/her non-submission of the same be ground of rejection of his/her application.
3.2 While handling Aadhaar number of the applicants, the provision under Section 37 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 must be adhered to. In no circumstances it should go in public. If the electors’ information is required to put for public display, the Aadhaar details must be removed or masked.
3.3 As for preservation of Form-18 and 19 in hard copy containing Aadhaar number, the provisions of Regulation 14(1) (mb) of Aadhaar (Authentication and Offline Verification) Regulations, 2021 (No. 1 of 2021) shall be strictly followed which says that Aadhaar numbers collected through physical forms or photocopies of Aadhaar letters shall be masked by the requested entity by redacting the first 8 digits of the Aadhaar number before storing the physical copies. Such collected Forms along with attachment, after digitization, shall be kept in safe custody with double lock by EROs. Severe disciplinary action will be initiated against EROs for any leakages of physical Forms in public domain.
