Subject: Census 2027, advance action, intimation, reg: –
As you are aware, the Government of India has notified its intention to conduct the Census of the Population of India in 2027 with a reference date, 00:00 hours of 1 March 2027. Intimations regarding various notifications and also the Census circulars covering various aspects of the Census taking will be dispatched by this Directorate to all the Census officers in the field at the appropriate time in due course. However, this communication intents to draw your attention to a few important advance action points on which the success of the field operations of Census are largely dependent on.
1) Finalization of census frame;
2) Formation of House Listing Blocks (HLBs);
3) Preparation of a database of teachers, clerks or any other officials for their appointment as Enumerators, Supervisors and Trainers;
4) Preparation of a list of suitable venues for the training of Enumerators and Supervisors.
1) Finalization of Census frame:
Preparation of an unambiguous and unduplicated list of jurisdictional entities such as Tehsils, Towns, Villages and Wards of Town is an essential pre-requisite for the successful conduct of Census. This

Directorate has been through a continuous process of collection of jurisdictional changes, happened since the last census in the state and the same will be continued till the date of freezing of boundaries for the upcoming Census on 31.12.2025. After the date of freezing of boundaries of administrative units for the Census, the list of villages and towns with details of wards, will be dispatched to the office of the Principal Census Officers concerned for cross checking, scrutiny and certification. You are therefore requested to prepare an exhaustive and non-repetitive list of all villages for each tehsil and that of all wards in each statutory town and be kept ready with the respective charge officers updated till the date of freezing of the boundaries for the upcoming census (on 31.12.2025). A clear map showing the boundary of each village in tehsil and ward in town also needed to be prepared and kept ready.
2) Formation of House listing blocks:
As you may be aware that during the first phase of the Census, that is the House Listing and Housing Census, conducted during a specific period between April to September of 2026, the villages and wards of towns will be further divided into House Listing Blocks (HLBs) and Enumerators will be appointed for each HLB so that they will more or less have a uniform quantum of workload so that they could complete the same within the prescribed period of time. Normally a house listing block will have a size of 650-800 population or 150-180 census houses whichever is more. The House Listing Blocks are contiguous and compact geographic areas, when formed will together cover the entire area of the village or ward of town. The charge officers are requested to take early necessary action in breaking down the layout of habitation of the villages or wards of town under their jurisdiction into suitable House Listing Blocks with the assistance of maps and local knowledge. The boundaries of HLBs shall not cut across the boundaries of village/ Panchayat or ward in town. Detailed guidelines in formation of House Listing Blocks will be dispatched at the appropriate time. However advance necessary action taken at this stage will considerably reduce the last-minute rush during the appointment of enumerators. Annexure 1 attached herewith may be seen for preparation of the data base.
3) Preparation of a database of teachers, clerks or any other suitable officials for the appointment as Enumerators, Supervisors or Trainers:
Preparation of a data base of officials of the central/state Government, PSUs, Schools etc. for the purpose of appointment as enumerators, supervisors or master trainers/ field trainers is another crucial advance action that can be taken to face the Census operations. Having tentatively understood the number of HLBs from the point of action given in the preceding paragraph, the charge officer will know the number of enumerators required, as it will be almost equal to the number of HLBs in a charge with an addition of a reserve of 10% extra. Further, for every six enumerators one supervisor will be appointed and a reserve for the supervisors of 10% extra will also be maintained. Similarly, for every batch of 40 trainees (Supervisors Enumerators Reservists of both the category) a trainer may be needed. From the foregoing, a charge officer can arrive at the approximate number of officials required for the house listing operations in his Census charge. Early necessary action is required in preparation of a data base of the prospective enumerators, supervisors and field trainers. As per census rules 1990, an enumerator is defined as “Teachers, Clerks or any official or any person” and supervisor is defined as “Officers/ officials generally of a rank higher than enumerators or any person”. Field trainers are generally appointed from among Higher Secondary School teachers or College Lectures etc. Since census 2027 is proposed to be digital, the Enumerators and Supervisors are supposed to perform their duties using their own Smart phones. The charge officers are therefore requested to identify the prospective offices from which the pool of census officials can be drawn. A list of such offices may be prepared and the heads of those institutions may be contacted for the preparation of a data base of prospective Enumerators, Supervisors and Field trainers. Minimum details of the prospective officials such as Name, Gender, Designation, Department, Office/ School address and Mobile number may be collected for the purpose at this stage. Ways and means for tiding over shortfalls if any at any Charge may also be contemplated in case of shortage of officials. Annexure 2 attached herewith may be seen for preparation of the data base.
4) Preparation of a list of venues for the training of Enumerators and Supervisors:
As you are aware, training need to be imparted to all Enumerators, Supervisors and the Reservists before commencement of the field work for Census. Although a detailed circular on conducting the training program will be sent to all concerned at the appropriate time in due course, it will be beneficial if the charge officers could identify proper venues for imparting the training to all the field Census functionaries including reservists. Normally, a single batch of trainees will have a maximum strength of 40 and the charge officer can calculate the number of training classes he/she may require to be arranged for imparting the training simultaneously to all the filed functionaries together in a short span of time. The training will probably be conducted any time during January March 2026. The charge officers are therefore required to calculate the approximate number of training classes they may require in advance and also to take advance necessary action in identifying suitable training venues in their Tehsil / Town/ City with adequate number of classrooms for the simultaneous training of all the Census functionaries within a short period of time. Annexure 3 attached herewith may be seen for preparation of the data base.
As advance planning is essential for a successful conduct of the census operations, the above four crucial points may be taken into consideration and advance necessary action taken on each of them so that the timely and smooth conduct of field data collection of Census shall be ensured in the State of Maharashtra. The size of the HLB, size of a training batch, the probable periods of census operations etc. mentioned above are tentative and the concerned circulars/communications may be referred to once again before finalization. Principal census officers are requested to take a regular review of progress of work on the above points in all the Census charges under them for ensuring effective advance preparations.
