The National Song of India is played or sung on various occasions. The following instructions are being issued for general information and guidance on the official version of the National Song, the occasions on which the Song is to be played or sung, and about the need for paying respect to the National Song by observance of proper decorum on such occasions:
- THE NATIONAL SONG-OFFICIAL VERSION
(1) The song Vande Mataram’ written by Shri Bankim Chandra Chatterjee is known as ‘National Song’. The lyrics of the National Song ‘Vande Mataram’ are as follows:-
Vande Mataram! Sujalam suphalam malayaja-sitalam, Sasya-syamalam Mataram! Vande Mataram!
Subhra-jyotsnam pulakita-yaminim, Phulla-kusumita druma-dala-sobhinim, Suhasinim sumadhura bhasinim, Sukhadam varadam Mataram! Vande Mataram!
Koti-koti kantha kalakala ninada karale, Koti-koti bhujair dhrta kharakaravale, Ke bole Ma tumi abale! Bahubaladharinim namami tarinim, Ripudala-varinim Mataram! Vande Mataram!
Tumi vidya, tumi dharma, Tumi hrdi, tumi marma, Tvam hi pranah sarire! Bahute tumi Ma sakti, Hrdaye tumi Ma bhakti, Tomarai pratima gadi mandire-mandire. Vande Mataram!

The playing time of the National Song is approximately 3 minutes 10 (2) seconds.
II. PLAYING OF THE NATIONAL SONG(1) The official version of the National Song shall be played on the following occasions: –
i) Civil Investitures;
ii) On arrival of the President at formal State functions and other functions organized by the Government and on his departure from such functions;
iii) Immediately before and after the President addresses the Nation over All India Radio and Television;
iv) On arrival of the Governor/Lieutenant Governor at formal State functions within his State/Union Territory and on his departure from such functions;
v) When the National Flag is brought on parade.
(2) The National Song shall be played on any other occasion for which special orders are issued by the Government of India.
(3) When the National Song is played by a band, the Song will be preceded by a roll of drums to assist the audience to know that the National Song is going to be played, unless there is some other specific indication that the National Song is about to be played, as for example, when fanfares are sounded before the National Song is played. The duration of the roll, in terms of marching drill, will be 7 paces in slow march. The roll will start slowly, ascend to as loud a volume as possible and then gradually decreases to original softness, but remaining audible until the seventh beat. One beat rest will then be observed before commencing the National Song.
MASS SINGING OF THE NATIONAL SONG(1) The official version of the National Song shall be played accompanied by mass singing on the following occasions:-
(i) On the unfurling of the National Flag, on cultural occasions or ceremonial functions other than parades. (This could be arranged by having a choir of adequate size, suitably stationed, which would be trained to coordinate its singing with the band etc. There should be an adequate public audition system so that the gathering in various enclosures can sing in unison with the choir; printed lyrics of the official version of the National Song may be circulated amongst the participants, wherever required).
(ii) On arrival of the President at any Government or Public function (but excluding formal State functions) and also immediately before his departure from such functions.
(2) On all occasions when the National Song is sung, the official version shall be recited accompanied by mass singing.
(3) The National Song may be sung on occasions which, although not strictly ceremonial, are nevertheless invested with significance because of the presence of Ministers etc. The singing of the National Song on such occasions (with or without the accompaniment of instruments) accompanied by mass singing is desirable.
(4) It is not possible to give an exhaustive list of occasions on which the singing (as distinct from playing) of official version of the National Song can be permitted. But there is no objection to the singing of the National Song accompanied by mass singing so long as it is done with due respect as a salutation to the motherland and proper decorum is maintained.
(5) In all schools, the day’s work may begin with community singing of the National Song. School authorities should make adequate provision in their programmes for popularising the singing of the National Song, National Anthem and promoting respect for the National Flag among students.
IV. GENERAL(1) Whenever the official version of the National Song is sung or played, the audience shall stand to attention. However, when in the course of a newsreel or documentary the National Song is played as a part of the film, it is not expected of the audience to stand as standing is bound to interrupt the exhibition of the film and would create disorder and confusion rather than add to the dignity of the National Song.
(2) When the National Song and the National Anthem are sung or played, National Song will be sung or played first.

भारत के राष्ट्र गीत के संबन्ध में आदेश
भारत का राष्ट्र गीत विभिन्न अवसरों पर गाया अथवा बजाया जाता है। राष्ट्र गीत के आधिकारिक संस्करण, उन अवसरों जिन पर इस गीत को गाया अथवा बजाया जाए तथा ऐसे अवसरों पर उचित शिष्टाचार का पालन करके राष्ट्र गीत के प्रति सम्मान करने की आवश्यकता के बारे में सामान्य जानकारी और मार्गदर्शन के लिए निम्नलिखित निर्देश जारी किए जा रहे हैं.
- राष्ट गीत आधिकारिक संस्करण
(1) श्री बंकिम चन्द्र चटर्जी द्वारा रचित गीत ‘वंदे मातरम’ को ‘राष्ट्र गीत’ के रूप में जाना जाता है। राष्ट्र गीत ‘वंदे मातरम’ के बोल इस प्रकार हैं:-
वन्दे मातरम्।
सुजलाम् सुफलाम् मलयजशीतलाम्,
शस्यश्यामलाम् मातरम्। वन्दे मातरम्।
शुभज्योत्स्ना पुनकितयामिनीम्,
फुल्लकुसुमित दुमदलशोभिनीम्,
सुहासिनीम् सुमधुरभाषिणीम्,
सुखदाम् वरदाम् मातरम्। वन्दे मातरम्।
कोटि-कोटि कण्ठ कल-कल निनाद कराले,
कोटि-कोटि भुजैधृत खरकरवाले,
के बॉले माँ तुमि अबले,
बहुबलधारिणीं नमामि तारिणीम्,
रिपुदलवारिर्णी मातरम्। वन्दे मातरम्।
तुमि विद्या तुमि धर्म, तुमि इदि तुमि मर्म,
त्वम् हि प्राणाः शरीरे, बाहुते तुमि माँ शक्ति,
वन्दे मातरम्।
हृदये तुमि माँ भक्ति, तोमारेई प्रतिमा गडि मन्दिरे-मन्दिरे।
त्वम् हि दुर्गा दशप्रहरणधारिणी, कमला कमलदलविहारिणी, वाणी विद्यादायिनी, नमामि त्वाम्, नमामि कमलाम् अमलाम् अतुलाम्, सुजलां सुफलां मातरम्। वन्दे मातरम्।
श्यामलाम् सरलाम् सुस्मिताम् भूषिताम्, धरणीम् भरणीम् मातरम्। वन्दे मातरम्।
(2) राष्ट्र गीत को गाने अथवा बजाने का समय लगभग 3 मिनट 10 सेकंड है।
II. राष्ट गीत का वादन
(1) राष्ट्र गीत का आधिकारिक संस्करण, निम्नलिखित अवसरों पर बजाया जाएगा:-
(i) सिविल सम्मान समारोहों के अवसर पर,
(ii) औपचारिक राजकीय समारोहों तथा सरकार द्वारा आयोजित अन्य समारोहों में राष्ट्रपति के आने पर तथा ऐसे समारोहों से उनके जाते समय,
(iii) आकाशवाणी तथा दूरदर्शन से राष्ट्र के नाम राष्ट्रपति के संदेश प्रसारित किए जाने से पहले और बाद में,
(iv) राज्यपाल/उपराज्यपाल के अपने राज्य/संघ शासित क्षेत्र में औपचारिक राजकीय समारोहों मैं आने पर और ऐसे समारोहों से उनके जाते समय,
(v) जब राष्ट्रीय झंडे को परेड में लाया जाए।
(2) किसी भी ऐसे अन्य अवसर पर राष्ट्र गीत बजाया जायेगा जिसके लिए भारत सरकार ने विशेष आदेश जारी किए हों।
(3) जब बैंड के साथ राष्ट्र गीत गाया जाए, तो श्रोताओं को यह जान कराने के लिए कि राष्ट्र गीत प्रारम्भ होने वाला है, राष्ट्र गीत शुरू होने से पहले मृदंग बजाये जायेंगे, जब तक कि ऐसा कोई अन्य विशिष्ट संकेत न हो कि राष्ट्र गीत शुरू होने वाला है, उदाहरणार्थ, राष्ट्र गीत शुरू होने से पहले बिगुल बजाए जाते हैं। मार्चिग ड्रिल की भाषा में रोल कि अवधि धीरे-धीरे मार्चिग के 7 कदम होंगे। रोल धीरे-धीरे आरंभ होगा, पूरी अवधि तक बढ़ता जाएगा और इसके पश्चात

धीरे-धीरे कम होकर पूर्व स्थिति में आ जाएगा, किन्तु 7वीं धुन तक सुनाई देता रहेगा। इस प्रकार राष्ट्र गीत के आरंभ होने से पहले एक धुन का अंतराल रहेगा।
III. राष्ट्र गीत का सामूहिक रूप से गायन
(1) निम्नलिखित अवसरों पर राष्ट्र गीत के आधिकारिक संस्करण को बजाने के साथ इसे
सामूहिक रूप से गाया जाएगा:-
(1) परेडों को छोड़कर अन्य सांस्कृतिक अवसरों अथवा समारोहों पर राष्ट्रीय झंडा फहराए जाने पर, (इसका आयोजन समुचित संख्या में गायकों की मंडली की उचित स्थान पर व्यवस्था करके किया जाएगा और इसे इसको बैंड आदि के ताल के साथ गाने का प्रशिक्षण दिया जाएगा। जनता के इसे सुनने के लिए पर्याप्त व्यवस्था, पर्याप्त यांत्रिक व्यवस्था होनी चाहिए ताकि विभिन्न वाहाँ (इन्क्लोजर्स) में एकत्रित जनता इसे गायक मंडली के साथ स्वर में स्वर मिलाकर गा सकें, जहां आवश्यक हो, राष्ट्र गीत के आधिकारिक संस्करण के लिखित प्रति, प्रतिभागियों के बीच वितरित किए जा सकते हैं)।
(1) किसी सरकारी अथवा सार्वजनिक समारोह में (परन्तु औपचारिक राज्य समारोहों को छोड़कर) राष्ट्रपति के आने पर तथा ऐसे समारोहों से उनके जाने से तत्काल पहले भी।
(2) उन सभी अवसरों पर जब राष्ट्र गीत को गाया जाता है इसे सामूहिक रूप से गाने के साथ इसके आधिकारिक संस्करण का पाठ गाया जायेगा।
(3) उन अवसरों पर, जो पूरी तरह औपचारिक न होते हुए भी मंत्रियों आदि की उपस्थिति के कारण महत्वपूर्ण हैं, राष्ट्र गीत गाया जा सकता है। ऐसे अवसरों पर किसी वाट्ययंत्र के साथ अथवा उसके बिना, राष्ट्र गीत का, इसके सामूहिक रूप से गाये जाने के साथ साथ गाया जाना वांछनीय है।
(4) जिन अवसरों पर राष्ट्र गीत के गायन की (गीत को बजाने से भिन्न) अनुमति दी जा सकती है, उनकी संपूर्ण सूची देना संभव नहीं है किन्तु राष्ट्र गीत को इसे सामूहिक रूप से गाये जाने के साथ-साथ गाये जाने में तब तक कोई आपत्ति नहीं है जब तक उसे मातृभूमि की वंदना के रूप में श्रद्धापूर्वक गाया जाए तथा गायन के समय उचित शिष्टता का पालन किया जाए।
5) सभी विद्यालयों में दिन का कार्य राष्ट्र गीत के सहगान से प्रारंभ होना चाहिए। विद्यालयों के प्राधिकारियों को छात्रों में राष्ट्र गीत और राष्ट्र गान को लोकप्रिय बनाने तथा राष्ट्रीय झंडे के प्रति श्रद्धा बढ़ाने के लिए अपने कार्यक्रम में समुचित व्यवस्था करनी चाहिए।
IV. सामान्य
(1) जब कभी राष्ट्र गीत का गायन अथवा वादन हो तब श्रोतागण सावधान होकर खड़े रहें। किन्तु जब समाचार दर्शन अथवा वृत चित्र के दौरान राष्ट्र गीत फिल्म के अंश के रूप में बजाया जाता है तो दर्शकों से खड़े होने की अपेक्षा नहीं की जाती क्योंकि खड़े होने से राष्ट्र गीत के गौरव में वृद्धि होने की अपेक्षा फिल्म के प्रदर्शन में बाधा पड़ती है और अशांति तथा गड़बड़ उत्पन्न होती है।
(2) जब राष्ट्र गीत और राष्ट्र गान दोनों गाए या बजाए जाएं, तो राष्ट्र गीत पहले गाया या बजाया जाएगा।
