7 मई 2025 को भारत सरकार द्वारा आयोजित सिविल डिफेंस मॉक ड्रिल का उद्देश्य नागरिकों और प्रशासन को युद्ध जैसी आपात स्थितियों के लिए तैयार करना है। यह अभ्यास 244 जिलों में आयोजित किया जा रहा है, जिसमें विभिन्न सुरक्षा उपायों और प्रशिक्षण सत्रों को शामिल किया गया है।
मॉक ड्रिल के प्रमुख उद्देश्यः
- हवाई हमले की चेतावनी प्रणाली का परीक्षण –
- हॉटलाइन/रेडियो संचार लिंक का संचालन –
- नियंत्रण कक्षों और शैडो कंट्रोल रूम्स की कार्यक्षमता का परीक्षण –
- नागरिकों, छात्रों आदि को नागरिक सुरक्षा के पहलुओं पर प्रशिक्षण –
- तत्काल ब्लैकआउट उपायर्यों का प्रावधान –
- महत्वपूर्ण संयंत्रों/स्थापनों का प्रारंभिक छद्मावरण –
- नागरिक सुरक्षा सेवाओं की सक्रियता और प्रतिक्रिया का सत्यापन –
- ब्लैकआउट उपायों के कार्यान्वयन का मूल्यांकन –
- निकासी योजनाओं की तैयारी और उनके निष्पादन का मूल्यांकन –
यह अभ्यास नागरिकों, स्थानीय प्रशासन और आपातकालीन सेवाओं को संभावित शत्रुतापूर्ण हमलों, जैसे कि मिसाइल हमले या हवाई हमलों, के लिए तैयार करने के उददेश्य से किया जा रहा है। इसका लक्ष्य है कि सभी संबंधित पक्ष आपात स्थितियों में प्रभावी ढंग से प्रतिक्रिया देने में सक्षम हो।
7 मई की मॉक ड्रिल के दौरान अपनाए जाने वाले प्रमुख सुरक्षा उपायः
- सायरन और चेतावनी संकेतः
सुबह और शाम को हवाई हमले की चेतावनी देने वाले सायरन बजाए जाएंगे (जैसे “रेड अलर्ट”, “ऑल क्लियर” आदि)।
नागरिकों को बताया जाएगा कि अलग-अलग सायरनों का क्या मतलब होता है और इन पर क्या प्रतिक्रिया करनी चाहिए।
- ब्लैकआउट (Blackout) अभ्यासः
रात में लाइटें बंद रखने का अभ्यास कराया जाएगा, खासकर प्रमुख इमारतों, अस्पतालों, कारखानों
और सरकारी भवनों में।
खुले में लाइट या रोशनी न करने की हिदायत दी जाएगी, ताकि दुश्मन को लोकेशन पता न चले।
- नागरिकों को जागरूक करनाः
स्कूल, कॉलेज और पंचायत भवनों में सिविल डिफेंस प्रशिक्षण कार्यक्रम होंगे।
लोगों को सिखाया जाएगा कि बम या मिसाइल हमले के समय कैसे शरण लेनी है, क्या सावधानियों रखनी हैं।
- छद्मावरण (Camouflage):
बिजलीघर, रेलवे स्टेशन, सैन्य डिपो आदि जैसे संवेदनशील संस्थानों पर ढकाव/छिपाव के अभ्यास कराए जाएंगे, जिससे वे हवाई हमले से बच सकें।
- आपातकालीन सेवाओं की तैयारी:
फायर ब्रिगेड, पुलिस, एम्बुलेंस और स्वयंसेवकों को फील्ड में तैयार किया जाएगा कि आपात स्थिति में तुरंत प्रतिक्रिया दें।
राहत और बचाव दल मॉक राहत कार्यों का प्रदर्शन करेंगे।
- नियंत्रण कक्ष और संचार नेटवर्कः
जिलास्तरीय और राज्यस्तरीय कंट्रोल रूम की कार्यक्षमता का परीक्षण होगा।
वायुसेना, प्रशासन और नागरिक सुरक्षा दलों के बीच सीधा रेडियो/ हॉटलाइन संपर्क स्थापित किया जाएगा।
- निकासी और राहत केंद्रः
भीड़भाड़ वाले स्थानों से निकासी अभ्यास (Evacuation Drill) कराई जाएगी।
लोगों को बताया जाएगा कि निकासी के समय कौन-कौन सी वस्तुएँ साथ रखनी हैं (जैसे: ID, दवाइयाँ, पानी, रेडियो आदि)।

Subject: Conduct of Civil Defence Mock Drill on 7th May 2025
Sir,
In continuation of our earlier communication dated 2nd May 2025 regarding the strengthening of Civil Defence preparedness in vulnerable areas (copy enclosed), and in exercise of the powers conferred under Section 19 of the Civil Defence Rules, 1968, Ministry of Home Affairs, Government of India has decided to organize Civil Defence Exercise and Rehearsal across the 244 categorized Civil Defence Districts of the country on 07.05.2025. The conduct of the exercise is planned up to the village level. This exercise aims to assess and enhance the readiness of Civil Defence mechanisms across all States and Union Territories.
- In the Civil Defence Exercise, active participation of the District Controller, various district authorities, Civil Defence Wardens/Volunteers, Home Guard (active /reservists volunteers), NCC, NSS, NYKS, college / school students is envisaged. The said Civil Defence Exercise is aimed to assess the operational efficacy and operational coordination of various Civil Defence measures.

Objectives of the Mock Drill:
The primary objectives of the mock drill are as follows:
To assess the effectiveness of air raid warning systems.
Operationalization of Hotline/Radio Communication Links with the Indian Air Force.
To test the functionality of control rooms and shadow control rooms.
Training of civilians, students, etc, on the civil defence aspects to protect themselves in the event of hostile attack.
Provision of crash black out measures.
Provision for early camouflaging of vital plants / installations
To verify the activation and response of Civil Defence services, including warden services, firefighting, rescue operations, and depot management.
To assess the implementation of crash blackout measures.
To evaluate the preparedness of evacuation plans and their execution.
- It is requested to kindly direct the Director, Civil Defence of your State/UTs, to organize the Civil Defence Exercise on 07.05.2025, by involving all the stakeholders, in all the categorized Civil Defence Districts of your State/UTs. An action taken report in this regard may also kindly be shared with this Directorate at the earliest.
- This issue is being communicated with the approval of the Director General.
